He then went back to Mordor and crafted the One Ruling Ring, designed by him and for himself, to put forth his will to dominate all the other rings, and ultimately, those that wore them. Sauron was furious and tortured and killed Celebrimbor for not telling him where they were. He also wanted the 3 elven rings but they had been dispersed to other elven leaders in Middle-Earth for their safe keeping. Sauron was victorious and sacked Eregion and took the 16 rings he had made (with Celebrimbor's help).
